george w. bush came hoping to change the environment. bill clinton came thinking he could change it. the last person who began to sense there were greater possibilities was reagan, that was almost a different political age. it was harder to govern then. >> you also think about, had the clintons and how bill clinton -- he seemed to revel in politics, the reaching out to people. in the article, i found it fascinating that the obamas haven't had bill and hillary clinton over for dinner. i -- i mean, she's -- all the things that bill clinton did during the campaign, all the work that hillary clinton's done, they've never had a dinner at the white house with them? >> i think this is something outsiders find difficult and surprising. the obamas can be vivacious, charming they have great public personalities. what people in washington see -- but i think people all over the country don't necessarily see it, there's an intro version there, a self-protectedness. the obamas said both when the president became famous in 2004 and again when they came

george w. bush added $6 trillion in debt, the president, $6 trillion over one term. but democrats are going to have to look at medicare and medicaid. this just can't -- you can't tax your way to solvency, can you, with these programs? >> you can't. i mean, we have made over $1 trillion in cuts at the last continuing resolution. that was a good thing. we've raised revenues, $600 billion in revenue, that was a positive step. we've got, joe, at least $2.5 trillion to go. and i think richard's right. i'd say it's close to $1.5 trillion that we need to do in cuts. i think we do need to do another $500 trillion in revenue. you can't do it out of domestic spending any did more. we've cut domestic spending almost to the bone. it has to come from entitlements. no ifs, ands or buts. >> i say easy, not for the people who get cut, it's discretionary domestic spending. where not only republicans but now democrats are saying you know, we don't want to touch medicare and medicaid, middle-class entitlements over the next generation, so we're going to cut in the short term which, of

george w. bush for eight years. we did it to bill clinton for eight years. bill clinton was smart enough crafty enough to find a way to rise above and beat us at every turn. he did it by continuing to reach out. i always say when i was a lawyer, i had pictures after congress, all these pictures of bill clinton with much appreciation. it would drive my law partners crazy. appreciation for what? you impeached him. i said yeah, those were the days. you got to reach out. >> here's a question i don't think any of us can answer. only the president can answer. can he utilize the power, the threat of power of the presidency the way lyndon johnson did with regard to resolutions during the course of the vietnam war? one senator voting against him, not being with him. frank church had voted against the vietnam war. lyndon johnson says the next time you want to damnen your district call frank church. can barack obama utilize the inherent power of that office? >> if he has personal relationships -- lyndon j
